The Good: great price for a heavy duty (4) carrier hitch rack. Solid construction and folds down on a hinge so you can open your SUV back door without having to remove the rack. Easy to attach and take off, and relatively easy to mount your bikes on and take off too. Has holes in the plates so you can lock your bike on the rack.
The Bad: The lock down plate with screw in lock knobs is not the best design. Bike tend to twist out of the lock down plate mount and can give the impression that bike might actually come out depending on how you mount your bikes and how you drive. Tightening the plate down very tightly to compensate does not help and tends just bend/warp the plates in the middle. Because the rack is designed to mount your bike from top tube of your frame this rack WILL NOT work for women's bikes, or higher end bikes that have heavily angled top tubes type frame (such as a Specialized Stumpjumper FSR or other full high end full suspension bikes). Also the rack, although very solidly built, tends to wabble around more than I'd like when traveling (not that your bikes will be in jeopardy though). Lastly it's not very good with one bike as each lock down plate is meant for 2 bikes and with only one the plate sits at an angle and tends to shift slightly to to righ or left even if you screw the knob down hard. The holes on the plates are mean for padlocks (that it does not come with) so perhaps the padlocks would help keep the plates from shifting around.
Overall a good rack but be aware you get what you pay for.
